James T. Kerr has more than 40 years’ experience in top level executive positions in commercial insurance, as well as in Federal and New York City government.

Mr. Kerr recently retired from The Centers for Medicare and Medicaid Services (CMS) after serving in several national level Senior Executive Service positions including:

·         Administrator of the Consortium for Health Plans Operations providing account management and compliance oversight to health insurance issuers that deliver services to more than 40 million consumers throughout the country. 

·         Acting Deputy Center Director and Director of Operations in the Center for Consumer Information & Insurance Oversight, charged with implementing numerous major provisions of the Affordable Care Act.

·         Acting Deputy Center Director in the Center for Beneficiary Choices, responsible for managing the Medicare Advantage and Prescription Drug programs.

Jim has also served as the CMS Region II Administrator responsible for Medicare and the federal share of Medicaid and State Child Health Insurance Programs in New York, New Jersey, Puerto Rico and the U.S Virgin Islands.

Prior to coming to CMS, Jim was Vice President of Government Health Plans at United Healthcare of New York Tri-state and had profit and loss oversight for United's Medicare and Medicaid HMO products. He also served as a member of the Board of Directors of United Healthcare Insurance Company of N.Y. Prior to that, he held executive positions with profit and loss responsibility at New York Life/Sanus Health Plan, Metlife Healthcare, Travelers Health Network and MetraHealth in the New York market.

Earlier in his career, Jim was Executive Director of the New York City Emergency Medical Service, then the largest pre-hospital emergency care delivery system in the nation.
